Not sure but it looks like a broach? Or a whatchamacallit?  Looks like it had some settings in it at one time. Maybe old? Found at the same site as the Barber Quarter.

Looks like a lady's belt buckle. Probably had rhinestones in the 4 corners and other embellishments around. Also appears to be white metal.

I would second that opinion that it's most likely a women's belt buckle.

Close CJ, it's a buckle from a purse, vintage 1940's.  it hung from the strap that went over the top of the purse and secured to a side clip about 1/2 down the right side.  Wink
