The county will be buying property along Briar Creek because of the recent flooding.

I heard that today, upto 50 properties. We'll see what shakes out with that.

I work for the City of Charlotte, and in most cases the county will allow you to enter these properties until it is fenced in and posted. After that you have to go to the RealEstate department to get permission.
