Obviously a Mariner's Button of some sort... but the thing on the left is definitely a 1947 Quarter!

Hey Tim, what you've got there is an Army Transportation Corp collar insignia. That squarish looking thing in the middle is a shield that, in your picture, is turned to the right. It's worn off, but in the center of the shield is a tire with a wing, kind of like the Detroit Red Wings hockey logo.
The winged car wheel is for rail transportation; the Mariner's helm for transport by water and the U.S. highway marker shield is for land transportation.
Here's a picture of one. I'm pretty sure that's WWII era.
